Chapter ‘Anfaal (Spoils
of War) – Surah – 8)
‘A-‘uu-zu Billaahi minash-Shay-taanir- Rajiim.
(I seek refuge in Allaah from Satan the outcast)

إِنَّ ٱلَّذِينَ ءَامَنُوا۟ وَهَاجَرُوا۟ وَجَٰهَدُوا۟ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ فِى سَبِيلِ ٱللَّهِ وَٱلَّذِينَ ءَاوَوا۟ وَّنَصَرُوٓا۟أُو۟لَٰٓئِكَ بَعْضُهُمْ أَوْلِيَآءُ بَعْضٍ وَٱلَّذِينَ ءَامَنُوا۟ وَلَمْ يُهَاجِرُوا۟ مَا لَكُم مِّن وَلَٰيَتِهِم مِّن شَىْءٍ حَتَّىٰ يُهَاجِرُوا۟ وَإِنِ ٱسْتَنصَرُوكُمْ فِى ٱلدِّينِ فَعَلَيْكُمُٱلنَّصْرُ إِلَّا عَلَىٰ قَوْمٍۭ بَيْنَكُمْ وَبَيْنَهُم مِّيثَٰقٌ وَٱللَّهُ بِمَا تَعْمَلُونَ بَصِيرٌ 72
72b. And those who believed but did not leave their
homes, ye have no duty to protect them till they leave their homes; but if
they seek help from you in the matter of religion then it is your duty to
help (them) except against a folk between whom and you there is a treaty. And
Allah is Seer of what ye do.

72b. Wallaziina ‘aamanuu wa lam
yuhaajiruu maa lakum-minw- walaayatihim-min-
shay-‘in hattaa yuhaa-jiruu. Wa
‘inistan-saruukum fid-diini fa-‘alay-kumun-nasru ‘illaa
‘alaa qawmim- baynakum wa baynahum-Miisaaq.
WAllaahu bi-maa ta’-maluuna Basiir.

Commentary
About those Muslims have been
described in this verse, who could not come to Madinah by
immigration but remained in Makkah, where infidels were in power
and their order was executed. The people of the community of Madinah were
not confederate in their peace and war. That is to say; if they had made any
treaty of peace with the Infidels of Makkah expediently, then
neither it was necessary for the Muslims of Madinah to be
bound of that treaty and nor they could be heirs of those people; while they
were living in Makkah.
It is commanded that the
Muslims of Madinah should not interfere in the matters of
those believers who are still living in Makkah, could not leave
their homes due to any reason and could not immigrate to Madinah.
However if they need any help in the religious matters, for example; the
disbelievers begin to make them renegades violently; and do not accept the
freedom of religion and conscience, and they think fit to tyrannize them only
due to the reason that they are Muslims, and in such condition, if the Muslims
of Makkah request you for help; being distressed, then it is
your duty to help them. But if they request you for help against those people
between whom and you there is already a treaty, then till they abide by the
terms of treaty and do not break any term from those terms, you cannot help the
Muslims of Makkah against them.
Be careful in this matter that
whatever you do, your outward appearance and inward qualities should be equal,
and think never that you can hide anything from God Almighty. He has been
watching everything of you; whatever you are going to do. He is fully Aware of
your outward and inward (both) equally.
Those all commands which are
being described in these verses, are only for those people of Makkah and Madinah who
did exist during that period (primary years After Hijrah), because
the fighting flamed up between them only due to the reason that the
disbelievers of Makkah had girt their loins to oppress the
Muslims unreasonably, that is to say; they did not accept it that every
sensible and mature person has a power of choice that he/she may adopt the
religion; whichever he/she desires to choose wisely. Denial of this freedom is
root cause of outbreak, and as far as this root is not cut, the Muslims will
continue fighting. Those wars which are not fought for maintaining this
freedom, but for any other purpose, the orders for them will be the same; which
will be according to the situation and a custom.
